However, strategies embedded within the Infiltration Manual reveal a broader agenda—one that integrates municipalities into net-zero frameworks, shifting the focus from local environmental management to global carbon accounting and compliance.
This blurring of environmental stewardship and climate governance makes it difficult for councils to distinguish genuine local sustainability efforts from costly net-zero mandates. While nature-based solutions—such as tree planting, wetland restoration, and conservation—are widely beneficial, Climate Caucus merges these programs into rigid net-zero policies that divert funding away from critical municipal services like infrastructure, housing, and economic development.
Municipal governments must ensure that environmental strategies remain focused on local needs rather than enforcing externally-driven net-zero compliance policies.
Targeting Local Governments to Implement Global Climate Mandates

Rather than being a grassroots initiative, Youth Climate Lab specializes in radicalizing youth activists and embedding them into municipal political structures. These groups are not accountable to the public but exert enormous influence over local policy decisions through their well-funded advocacy networks.
Bypassing Public Resistance & Manipulating Municipal Councils
The manual also outlines specific tactics to coerce municipal councils into adopting net-zero policies, even in the face of public resistance. Activists are trained to identify and recruit “climate-friendly” councillors to form voting blocs that dominate council decisions.
Beyond influencing elected officials, the manual provides strategies for controlling council narratives, including:

Expose the manipulation – Municipal staff and elected officials must be made aware that Climate Caucus and its affiliates are actively working to manipulate local governance.

Withdraw from Climate Caucus & Net-Zero Agreements – Municipalities should immediately exit the PCP program and Global Covenant of Mayors to regain control over their local policies and budgets.
