This is the beating heart of the PCP program.
Until now in our Mini Paris Accord series, we’ve reviewed the resolution itself — the clauses your council votes on to commit your town to the UN’s emissions agenda.
But starting here, in Section 2, we shift our focus to what comes next — the justification used to convince councils to sign on.
This page of the resolution is called the Supporting Rationale. And while it’s framed as a set of background facts, it actually reveals something much deeper: the entire ideological foundation of the PCP program.
🧠 Why It Matters
This is what your council is being told:
Climate change is causing more disasters.
The only solution is to adopt UN targets.
Local governments are “essential” to enforcing the Paris Agreement.
Spending on net-zero infrastructure is not only necessary — it's virtuous.
Your town should help deliver global carbon targets, even without legal obligation.
Each paragraph is a talking point, not a policy fact. Each claim is designed to feel undeniable. And taken together, they create the emotional momentum councils need to vote “yes” — even when they don’t fully understand what they’re agreeing to.
But let’s be honest: science should not be used as a sales pitch for global frameworks. And municipalities deserve better than a one-sided rationale paper that skips cost, jurisdiction, and consent.
That’s why this next section of our series is so important.

This is not about denying climate change. It’s about restoring balance to the conversation — and questioning the narrative that is being used to override democratic process, local planning authority, and fiscal accountability.
Each article in this new section will break down one paragraph of the Supporting Rationale, and ask:
Is the claim accurate and scientifically supported?
Is it relevant to municipal jurisdiction and local needs?
And most of all — is this rationale strong enough to justify reshaping your town’s priorities?

If we want to restore transparency, local autonomy, and informed decision-making, we must challenge the foundation — the rationale itself.
This is not a war of extremes. It’s a campaign of clarity.
