This article is part of a special KICLEI series reviewing the official FCM–ICLEI “Partners for Climate Protection” (PCP) Joining Resolution — line by line.
Every clause in this resolution — quietly adopted by hundreds of municipal councils across Canada — commits towns to a UN-aligned emissions agenda. And in most cases, this happens without public awareness, consultation, or consent.
We’re unpacking what’s actually being agreed to — and who is really driving the process.
In the last article, we looked at how your municipal council can adopt a far-reaching emissions mandate — modeled on the UN’s Paris Agreement — by simply signing a three-page resolution through the PCP program.
No economic review.
No community vote.
No public debate.
This week, we examine the very first clause in the resolution — and ask a question almost no one asks:
Who exactly is ICLEI?
And why are they writing municipal climate frameworks in Canada?
💡 Clause Under Review:
“WHEREAS The Federation of Canadian Municipalities (FCM) and ICLEI–Local Governments for Sustainability (ICLEI Canada) have established the Partners for Climate Protection (PCP) program to provide a forum for municipal governments to share their knowledge and experience with other municipal governments on how to reduce GHG emissions;”
This line sounds harmless — just a network for collaboration.
But when we look beneath the surface, we see how this program quietly brings global climate mandates into local governance frameworks — through the authority of unelected organizations.
🔍 ICLEI: Created by the United Nations, Not Canadians
Most Canadians — even most councillors — have never heard of ICLEI. That’s no accident.
ICLEI stands for International Council for Local Environmental Initiatives. It was founded by the United Nations in 1990, at the World Congress of Local Governments in New York.
Its founding mission is clear:
“Local governments must begin to restructure social and economic life at the local level.”
This isn’t technical assistance.
This is social engineering — structured locally, but directed globally.
In 2003, ICLEI rebranded as Local Governments for Sustainability and expanded its scope to include climate, water, housing, transit, energy, and land use — all through a globalized lens that remains unaccountable to Canadian voters.
📎 FCM Didn’t Just Attend the Earth Summit — They Helped Draft Agenda 21
ICLEI didn’t act alone.
In the lead-up to the 1992 UN Earth Summit, where Agenda 21 was adopted, the Federation of Canadian Municipalities (FCM) played a foundational role in shaping the UN’s municipal implementation strategy.
FCM’s own Municipal Primer on UNCED confirms:
“In the two years leading up to the Earth Summit, the UNCED Preparatory Committee (PrepComm)… engaged in an extensive research and consultation process… Canadian municipalities participated in this process with strong leadership being shown by the City of Montreal…”

This wasn’t passive attendance. It was active co-authorship of Agenda 21 — the global blueprint for restructuring governance, infrastructure, and land use under the banner of “sustainability.”
🔄 Why This Matters Today
The same two organizations — ICLEI and FCM — that helped write and deliver Agenda 21 launched the PCP program in 1994.
That means when your council adopts the PCP resolution today, it isn’t just joining a climate support network.
It’s adopting a legacy UN policy agenda, repackaged as local climate action — without a vote, without provincial oversight, and without economic analysis.
This is how international governance bypasses Canada’s Constitution and embeds itself into your town hall.
🧩 The Timeline the Public Was Never Told:
1990 — ICLEI is founded by the UN to restructure local governance
1992 — FCM co-authors and presents the joint declaration at the Earth Summit
1994 — FCM and ICLEI launch the PCP program in Canada
Over 500 municipalities have joined since — most without public consultation or scrutiny.
⚖️ What About ICLEI Canada?
ICLEI is not a Canadian institution. It’s not elected. It’s not accountable to voters. Some defenders argue that “ICLEI Canada” is domestic — a local extension.
Let’s be clear:
ICLEI Canada is the regional office of a foreign NGO, created by the United Nations, funded by international donors and multinational corporations and interests, and guided by global directives — not local constituents.
It serves as an implementation body for UN programs, including:
🔹 Agenda 21
🔹 The Paris Agreement
🔹 The 2030 Agenda for Sustainable Development
Its role is to translate global mandates into local operations.
That’s not representation.
That’s infiltration — under the banner of sustainability.
🛑 The Real Issue: Democratic Consent
This isn’t about whether you support climate action.
It’s about who plans how your community develops, budgets, builds, and governs.
Should your town follow local priorities and elected direction?
Or be steered by UN directive programs — drafted internationally and embedded into municipal plans and council reports — without a public referendum or community mandate?
Canadians never voted to restructure social and economic life at the local level.
Yet that’s exactly what ICLEI’s founding mission calls for — and what the PCP program delivers, step by step, under the banner of “climate action.”
The Canadian people should have a say.
And our councils must reject any framework that bypasses that voice — and quietly hands municipal planning over to unaccountable, unelected global networks.

B.) The paper published by the CO2 Coalition, details how the objectives of Net Zero
to eliminate the use of fossil fuels & the emissions of greenhouse gases are
based on analytical methods that VIOLATE fundamental tenets
of the SCIENTIFIC METHOD which originated more than 300 years ago. The CO2 Coalition is a nonprofit organization of more than 100 scientists and researchers.
3A.) Net Zero Plans Are DANGEROUS & UNSUPPORTED by Science & the Scientific Method.
Net Zero initiatives of governments & private organizations are scientifically INVALID &
will lead to worldwide IMPOVERISHMENT & STARVATION, if implemented.
3B.) EXECUTIVE SUMMARY HIGHLIGHTS:
The paper says
Net Zero regulations & actions are SCIENTIFICALLY-INVALID because they:
i.) Fabricate data or omit data that contradict their conclusions. Net Zero proponents regularly report that extreme weather is more severe and frequent because of climate change while the evidence shows no increase – and, in some cases, a decrease – in such events.
ii.) Rely on computer models that do not work. “Simply stated, the (computer) model essential to every government Net Zero regulation, action and the trillions of dollars subsidizing renewables & electric cars, trucks, home heating, appliances & many other products do not work.”
iii.) Rely on findings of the Intergovernmental Panel on Climate Change (IPCC) that are government opinions, NOT science. The paper says that the conclusions of IPCC scientists that contradict the narrative of catastrophic global warming from fossil fuels are rewritten by government bureaucrats for public reports to support the false narrative of Net Zero proponents.
iv.) Omit the extraordinary social benefits of CO2 & fossil fuels. Carbon dioxide, including that from the burning of fossil fuels, serves as plant food that increases crop production and enables the feeding of more people. CO2, as well as the greenhouse gases of methane & nitrous oxide, help to keep Earth at temperatures conducive to life; without them, people would suffer. Fossil fuels are economical & abundant sources of energy necessary for modern societies & are critical feedstocks for fertilizers & pesticides that support the lives of billions of people.
v.) Omit the disastrous consequences of reducing fossil fuels and CO2 emissions to Net Zero.
“It cannot be overemphasized that eliminating fossil fuels & implementing Net Zero policies & actions mean the elimination of fossil fuel-derived nitrogen fertilizers & pesticides that will result in about half the world’s population not having enough food to eat,” says the paper.
vi.) Reject the science that demonstrates there is no risk of catastrophic global warming caused by fossil fuels & CO2. “We are not aware of any reliable science that supports the National Climate Assessment’s or others’ theory that fossil fuels & CO2 will cause catastrophic global warming,” said the paper’s authors,
“We have written extensively on this issue for decades.”

4. Carbon dioxide is NOT pollution & is NOT responsible for Earth's increases in temperature.
It's a beneficial gas...atmospheric plant fertilizer...essential to the existence of all plants...in all food chains & therefore, essential to ALL life on Earth.
5. ALL of the carbon dioxide that Canada’s population of 40 million people produce amounts to only .000002% of all the carbon dioxide in the atmosphere....
1/5 of 1 part per million = 1 part per 5 million!!!!!!
That’s such a small amount…that it’s negligible.
6. Tax dollars that Govts. spend on reducing the carbon dioxide is for NO environmental benefits that will stop climate change!!
