Fostering Positive, Respectful, and Collaborative Relationships

Scope of KICLEI’s Focus

KICLEI’s advocacy is focused on the effects of Climate Action Plans that align with the FCM ICLEI Partners for Climate Protection program and related action items and expenditures. Our mission is to educate and advocate for councils to withdraw from such programs in order to prioritize local community needs and may highlight the duty of council to serve the public.

By maintaining this focused approach, KICLEI ensures that our mission remains clear and aligned with our goal of fostering positive relations with councils while advocating for the withdrawal from programs that do not serve the best interests of local communities.

Respect for Local Autonomy

KICLEI recognizes that we cannot expect councils to change their direction immediately; instead, we aim to nudge them gradually toward prioritizing local decisions over global programs. Just as it took 30 years to implement these global initiatives, reversing course will also take time. By offering ongoing support and information, KICLEI helps councils make more community-centered decisions over time without imposing rigid directives.

Importance of Celebrating Small Wins

KICLEI recognizes that large-scale change takes time, but small wins are essential milestones on the path to success. Each step forward, no matter how small, contributes to the larger goal of promoting local governance over global agendas. Celebrating these achievements not only boosts morale but also reinforces the positive relationships we are building with councils and communities.

Acknowledging progress, whether it’s a council's decision to reconsider a program or a commitment to explore local alternatives, keeps momentum going and strengthens our advocacy efforts. By focusing on these incremental victories, KICLEI ensures long-term change while maintaining a positive and encouraging atmosphere for both delegates, supporters, staff and councils.

Guidelines for Delegates and Supporters

Adherence to Municipal Code of Conduct
Each municipality has a Code of Conduct for council meetings that delegates and supporters must respect. Typical rules include:

  • No approaching the council floor without invitation.

  • No shouting, cheering, booing, or other disruptive behavior.

  • No signs, banners, emblems, or flags without prior authorization.

  • No profanity or unprofessional conduct.

Professionalism, Preparation, and Presentation
Delegates should maintain a professional, composed demeanor at all times, even in tense situations. Emotional control is crucial, as outbursts can harm progress, attract negative media attention, or cause council members to leave the meeting. A polished appearance with formal yet approachable attire reflects positively on the KICLEI initiative. If comfortable, consider singing “O Canada” to inspire a strong, patriotic connection.

Support from Attendees
Large groups of supporters at meetings create a powerful presence. Professional, friendly presentations paired with actionable proposals make a greater impact.

Engagement with Councils and Communities
Presentations should start on a positive note, perhaps with a lighthearted question or joke to build rapport. Clarity and solution-focused communication are essential, ending with a specific recommendation—such as encouraging the council to withdraw from the PCP program or redirect funds to community initiatives. Be sure to refer to any report previously submitted to the council, acknowledging that it contains additional insights and data.

Staying on Track and Positive Reinforcement
Stick to the time limit for your presentation to respect council protocols. After speaking, remain at the podium for any questions, allowing for clarifications. Avoid emotional reactions, focusing instead on building constructive rapport with council members.

Clear and Honest Communication
Ensure that all communications are transparent and accurate. Avoid divisive language that could detract from the message, and represent facts responsibly.

Accountability and Respect for Local Autonomy
Be prepared to take responsibility for any errors and correct them openly, setting a respectful example for the council. Each community’s needs are unique, and KICLEI’s approach encourages councils to prioritize local governance and gradual, well-informed shifts in policy. Support them in transitioning toward community-first solutions.

Vigilance Against Disruption
Remain mindful of external forces that could disrupt or misrepresent KICLEI events. Delegates and supporters should stay vigilant and maintain focus on the meeting’s purpose, avoiding situations that could undermine the campaign’s credibility.

Follow-Up and Continuous Support
Maintain open lines of communication after meetings, providing resources, follow-up information, and any requested materials. Show councils and community members that KICLEI is committed to supporting positive, informed, and locally-driven environmental decisions.

Consequences for Breaches of the Code

As KICLEI is primarily an information-sharing platform, we offer guidance based on best practices and results. While KICLEI does not strictly enforce this Code of Conduct, it is made public with the trust that supporters will do their best to follow it. Any major deviations from the code will result in the assumption that the individual is not representing KICLEI. Enforcement of the code will only occur if KICLEI is directly working with an individual or group and there is a serious breach of conduct. In such cases violations of this Code of Conduct will be addressed promptly and fairly. Depending on the severity of the breach, consequences may include:

  • A formal warning from the KICLEI leadership.

  • Guidance on ways to improve and align with KICLEI’s values.

  • Removal from official KICLEI delegate or supporter roles.

  • Dissociation from the individual or group involved in the breach.

KICLEI delegates and supporters are committed to forming positive relationships with communities, council members and staff, presenting concerns, and offering practical solutions. While we cannot control the decisions of the council, we can influence them through professionalism, respect, and collaboration. Any deviation from this Code of Conduct goes against KICLEI’s mission and could undermine the positive impact we seek to create. By adhering to these guidelines, we ensure that our advocacy is aligned with the values of KICLEI and fosters community-driven governance.
